Which university (department) would you recommend for master studies in corporate law and/or corporate governance, assuming that full scholarship is not impossible (if the candidate has good test results and recommendations from professors/assistants)?

Sorry for the late answer on this one. It is hard to recommend blindly without having an insight into your detailed achievements and aspirations. We suggest you come to one of our graduate advising sessions so you can ask specific questions and get the best possible answers. This way we can only tell you to browse through specific lists of Law departments and try to sort out the list of possible matches to your interest. The list should not be that long, once you go through the appropriate web sites. Try phds.org or www.petersons.com. We're sure you know some other web sites to search at by now.
