What we offer
The ECMI is an international cross-disciplinary and multi-disciplinary research and competence institution working directly with governments, civil society and international organisations in Europe. We aim to provide governments and the public debate with relevant information and analysis, and to influence the European agenda-setting in the area of minority politics. In collaboration with our field representations in Georgia, Kosovo and Ukraine and in cooperation with academic institutions, the ECMI conducts applied research, training and advisory services in the area of minority-majority relations. We also cooperate with local universities, and our research staff teaches courses on a variety of related topics. See further information at www.ecmi.de.

Flensburg is also within four hours’ travel of eleven good universities.

The European Centre for Minority Issues (ECMI) invites applications for two positions asSenior Research Associate within the field of “Minority Studies” beginning as soon as possible. Minority Studies at the ECMI cover research on ethno-cultural groups and autochthonous national minority issues in Europe.

The positions
Each successful candidate will head up one of our research clusters (indicated below). They will take a lead in further developing the relevant clusters in line with the ECMI mission and mandate. Responsibilities include conducting action-oriented research for policy recommendations and for development of programming in target countries; knowledge transfer and trainings within the thematic and geographic areas; promotion of dialogue through workshops and seminars; cooperation with stakeholders, international organisations and donors; and fundraising and project management. The position-holders will also be in charge of developing applied research projects in areas of interest and concern for cluster strategies, including research aimed at dissemination and documentation as well as international research cooperation and supervising young researchers. Cooperation with the other ECMI clusters in multi-disciplinary research projects as well as with ECMI’s non- resident research network is also part of the responsibilities. The position-holders will participate in the ECMI cooperation with international organisations, such as the Council of Europe, the OSCE and the European Commission; they will also be involved in the ECMI teaching seminars and will have an opportunity to supervise master students.

Position A
Head of Cluster, Conflict and Security:
The Cluster works on improving mechanisms for conflict prevention and for protecting minorities against security-related violence across Europe through existing and innovative policies. The research focus over the next strategy period will be on the impact of the changing international security situation as well as on the impact of the rise in populism and hate speech on the situation of minorities as individuals and as groups. As part of its preventive work, the Cluster focuses on youth programmes and targeting youth in education. The Cluster works with international organisations and public authorities in areas that experience threats to minorities, and it cooperates with academic partners in its field. The successful candidate will have a strong background in international relations and conflict prevention with experience in minority related mediation. Research experience in the areas of human security and hate speech will be considered an asset.

Position B
Head of Cluster, Culture and Diversity:
The Cluster works on examining key challenges to integration and social cohesion and identifying mechanisms that foster societal integration of culturally diverse societies. The research focus over the next strategy period will on be on diversity management that ensures minority rights in education, media, and language policies. As part of its intercultural dialogue research, the Cluster focuses on policies fostering bridge-building within societies and across ethnic divides as well as across kin-state borders. The Cluster works with international organisations and public authorities in areas of society where access to rights of vulnerable minorities are preventing integration and minority protection. The successful candidate will have a strong background in the social sciences with experience in intercultural dialogue promotion. Research experience in the areas of education and language rights will be considered an asset.

Requirements and conditions
Candidates are required to document a PhD degree in the relevant discipline. Experience from working in an international organisation, NGOs or public administration is an advantage. The ability to work in a team and under time pressure, and good organisational and communication skills are necessary. Independent research skills and experience with guiding younger researchers is an asset. Knowledge from the field of Minority Studies and the European minority rights regime is required, preferably documented through a proven record of publications. Experience as a consultant and with training of public servants is welcome. Fluency in English is required, and knowledge of an eastern European language and German is an asset.

A contract for two years is offered with renewal option. The ECMI is a German-Danish intergovernmental foundation under private German law which governs the contract conditions. The successful candidate must take up residence at the seat of the ECMI in Flensburg, Germany and must be willing to travel extensively.
