    Call for Papers

    "Defining Regional Strategic Objectives and Policy

    Implications"

    20 ? 23 October 2005, Geneva, Switzerland

    Dear Candidate:

    The Geneva Centre for the Democratic Control of Armed Forces (DCAF)

    would like to invite you to

    compete for a place at the meeting of the Young Faces Network to be

    held in Geneva, Switzerland, from 20

    to 23 October 2005.

    The DCAF Young Faces Network brings together young professionals,

    NGO activists, journalists and

    government officials from South-Eastern Europe and gives them an

    opportunity to engage in a broad debate

    concerning contemporary issues of global and regional security. It

    is of vital importance for the security of

    the region that future policy-makers have personal ties to each

    other and a common understanding of

    security issues.

    The overarching project objective of the DCAF Young Faces Network in

    2005 is to elaborate a Western

    Balkan Regional Security Strategy. This should be a document which

    identifies strategic interests and

    values, security threats, strategic objectives, and instruments, and

    brings them together. A first step in this

    work has been already done during a first meeting in Neum on June 22-

    26, 2005. This workshop gave us an

    opportunity to proceed with defining common strategic interests and

    values as well as security threats

    shared by the countries in the region. In Geneva, we will work to

    identify strategic objectives and policies

    that should be introduced in the Regional Security Strategy.

    Furthermore, there will be a third Young Faces

    conference, planned in Belgrade later in the year, to finalize the

    document.

    This year the meeting in Geneva will, furthermore, offer the unique

    opportunity to participate at the

    international conference on Bosnia and Herzegovina "Ten Years of

    Dayton and Beyond".

    Applicants for the upcoming meeting in Geneva are required to submit

    a paper presenting their individual

    positions on common interests and values of the countries in the

    region, shared security threats, strategic

    objectives in the medium term and policy proposals and

    recommendations in order to implement these

    objectives. The paper should be based upon the research of the

    security strategies of the countries in the

    Western Balkan region, their national policies as well as the

    policies of the EU and other relevant

    international actors that are active in the region. To see if you

    All meals, accommodation, and travel expenses will be covered for

    all selected candidates.

    To be considered for the conference, applicants must:

    1. Be 35 years old or younger at the time of the conference;

    2. Be young scholars, NGO activists, journalists or government

    officials;

    3. Be a national of the following countries: Albania, Bosnia and

    Herzegovina, Bulgaria, Croatia,

    Macedonia, Moldova, Romania, or Serbia and Montenegro including

    Kosovo;

    4. Hold a graduate degree or possess equivalent experience in a

    relevant discipline;

    5. Speak and write fluently in English;

    6. Submit all of the following by 12 September 2005 through e-mail

    a. a detailed curriculum vitae (CV);

    b. a draft paper in English tackling all of the questions below (12

    page maximum, A4 size

    paper, double spaced, with 2cm margins);

    c. a one-page abstract (up to 500 words, in English) outlining the

    main ideas and principal

    argument in the draft paper;

    7. The submission must be formatted using Microsoft Word. Citations

    Selected participants will be required to join the DCAF Young Faces

    Network for online activities before

    the conference. Moreover, the DCAF Young Faces Network will provide

    them with the opportunity to stay

    in touch after the event and continue to contribute to the creation

    of the Regional Security Strategy.

    Paper topics:

    1. What are the strategic interests and values that the countries of

    South-Eastern Europe share?

    2. Which phenomena of the security environment pose security threats

    to these countries?

    3. Define a set of strategic objectives for the region to attain the

    common interests, protect the values,

    and counter the threats in the next 5 - 10 years.

    4. What policies should implemented by the countries in the region

    to attain these objectives?

    Please make sure that you address all of these questions in your

    paper. (Participants whose papers were

    accepted for the Neum Conference can focus on question 3 and 4,

    while at the same time making a clear

    reference to their previous writing on the first two questions).

    emphasis on the European Union and Eastern countries of the Continent. Suggested

    topics include:

    - Individualism, freedom and stupidity in democratic regimes.

    - Tocqueville on the European Union and the Orange Revolution.

    - Is there a European democracy?

    - Mild despotism and the tyranny of majority nowadays.

    - Are majorities still dangerous?

    - 'New' and 'old Europe' - where lies the future?

    - Nation, religion and democracy - what are their relations in contemporary

    Europe.

    - Can European civil societies resist against centralization and apathy?

    - Europe between populism and citizenship.

    - Long duree of old regimes in East Central Europe.

    - Educating democracy and education for democracy.

    Papers are welcome on these and related themes.

    The most outstanding Polish professors and distinguished guests from abroad will

    comment on the papers. Such a thorough discussion reflects Collegium

    Invisibile's fundamental, liberal arts' principle, that is close mutual

    cooperation between established and beginning scholars.

    Alexis de Tocqueville's writings constitute an important part of the canon in

    the humanities and brought their author a venerable position among the most

    outstanding minds of the last two centuries. His work was driven by passion and

    struggle for objectivity combined with a deep civil commitment on the part of a

    community he lived in. These features make Tocqueville a shining example for

    scientists of all generations and thus one of the most respected patrons of the

    Polish Collegium Invisibile. On the 10th anniversary of Collegium Invisibile's

    founding we would like to commemorate the great Frenchman and prove that his

    work is not only a part of the canon, but also an inexhaustible source for

    further intellectual inquiry.

    Conference Enlivening Democracy. Building Pluralism from the Bottom?

    Warsaw, December 8-10, 2005

    The idea for this conference was suggested by questions such as: What kind

    of democracy is practiced in ?new? and in ?old? democracies? On which ?

    particularly local ? conditions does it depend? When may it be supposed to

    develop best?

    The conference focuses on the construction and work of local groups and

    organizations and their cooperation with local governments, as well as on

    the development and work of women?s groups emerging from communities to

    represent their gender?s special interests.

    We are looking for papers that deal with democracy and society on the local

    level; women and democracy through case studies; and also broader analysis

    and comparison (see list of preliminary panels below).

    As part of the conference, there will be a session in honor

    of Stanisław Ehrlich, founder of this Research Committee, and also a

    special workshop "Studying democracy and pluralism: Field research

    experience" as an accompanying event. This workshop is addressed to young

    scholars who have been involved in local government studies and would

    like to come to Warsaw to share their field experience. This session will

    be held on Saturday, December 10, 2005.

    The conference is sponsored jointly by the Institute of Political Studies

    of the Polish Academy of Science and the IPSA Research Committee on

    Socio-Political Pluralism.

    Crossing the Boundaries: the place of human rights in contemporary scholarship

    The study of human rights challenges the boundaries between forms of

    knowledge and the various academic disciplines upon which it draws. In

    particular, thinking through the intellectual challenge that human rights

    presents demands that we combine the contribution of law - arguably its

    parent discipline - with the critical insights that have emerged from, for

    example, sociology, anthropology and political philosophy, amongst others.

    These 'perspectives' interpret and deploy differently various contemporary

    engagements, issues, discourses, and dilemmas of human rights. They focus

    on a variety of aspects, including the historical, economic, social and

    political contexts for the emergence of ideas about human rights and their

    various manifestations, and exist in a potentially fruitful tension with

    one another, each pointing up the limits of another.

    By evaluating these various disciplinary contributions and the limits that

    each of these perspectives entail, the conference aims to generate

    discussion around two key issues: (a) the place of the study of human

    rights in contemporary scholarship, and the importance to that study of a

    multidisciplinary or interdisciplinary engagement, and (B) the value or

    pay-off for understanding and furthering the agenda on human rights and the

    mechanisms of enforcement and control that might be generated by combining

    the diversity of disciplinary knowledge about human rights. The conference

    aims to further the latter agenda by applying, simultaneously, different

    fields of knowledge and understanding to substantive areas of concern such

    as poverty and genocide.

    The organisers seek contributions from anthropology, government and

    politics, international relations, law, philosophy, sociology,

    international social policy and other disciplines and fields in the social

    sciences with a view to stimulating debate on the interdisciplinary study

    of human rights.

    The conference invites papers from any discipline within the social

    sciences that reflect upon the following substantive, and currently

    compelling, issues within the field of human rights:

    Health: HIV/AIDS

    Poverty

    Torture

    Gender and sexuality

    Civil liberties

    Proposals for papers on other topics not listed above are also encouraged

    and will be given equal consideration by the selection panel.

    Please submit a title for your paper, an abstract of no more than 500 words

    and a brief curriculum vitae (of no more than two sides in length).

    Minimally, your paper should locate your substantive interest within a

    disciplinary perspective whilst also sketching out the strengths and -

    equally importantly - the limits of your perspective. Each paper that is

    accepted will be the subject of comments by a discussant whose task it will

    be to draw out the potential for interdisciplinarity from your remarks

    paper proposals for an international conference on International

    Relations in

    Since the breakdown of the of the socialist systems in Eastern Europe

    international relations in the region have undergone constant changes.

    Whathas

    been stimulating these changes? How have actors and structures in the

    region

    evolved? The aims of the conference are twofold: First, we want to bring

    together regional experts conducting systematic empirical research about

    the

    developments of international relations in Eastern Europe.

    Second, we aim at gathering IR specialists with a theoretical background

    as well

    as researchers working on other regions in order to discuss the

    potential of

    more general theoretical approaches for regional analyses and to conduct

    interregional comparisons.

    We herewith invite interested scholars to submit paper proposals which

    should

    evolve around the following key issues:

    1. /Transformation and international relations/: Papers proposed for this

    section should focus on domestic (societal, political and economic)

    determinants of foreign policy in Eastern European transformation

    countries.

    2. /Regional and sub-regional cooperation in Eastern Europe/: Papers should

    focus on the development of regional and sub-regional cooperation (CIS,

    GUUAM,

    Black Sea cooperation or others) as well as on the questions pertaining

    to the

    enlargement processes of Western organisations like EU and NATO influence

    regional relations.

    3. /Eastern Europe and Globalisation/: Papers submitted for this section

    should

    evolve around two main topics: /energy/ /relations /as an expression of

    economic globalisation and their impact on international relations in the

    region, and trans-border /migration/ as a societal phenomenon closely

    intertwined with globalisation processes.

    4. /Conflict and international relations in Eastern Europe/: Papers

    should ask

    how violent and/or non-violent conflicts in Eastern Europe and the

    participation of external actors in its solution have determined

    international

    relations in the affected (sub)regions.

    5. /International relations in different regions: /The aim of this section

    consists in comparing international relations, regional and sub-regional

    cooperation and integration in different regions (Latin America, Africa,

    Asia)

    in order to discover particularities and differences.

    present to you the Balkan Civil Society Development Network (BCSDN) and

    opportunities for our cooperation.

    Balkan Civil Society Development Network (BCSDN) is an informal network of

    11 civil society and ecumenical organizations from 7 countries and

    territories in South-East Europe. BCSDN was initiated in 2001 as Capacity

    Building Hub Programme, a part of a larger initiative called World Council

    of Churches (WCC) South-East Europe Ecumenical Partnership.

    Our network is based on partnership among member organizations, which share

    a common vision and mission and have similar capacity building needs and

    resources. Its vision is commitment to sustainable peace and stability,

    prosperity, harmony of societies in the Balkan region and its mission is to

    strengthen civil society through developing indigenous civil society

    concepts, practices and empowering civil society actors of the region. The

    main goals of BCSDN are to improve: communication with the civil society

    actors in the region as a basis for bi/multilateral cooperation;

    mobilization of resources and support; knowledge and skills as a base for

    higher quality of their work; and promotion of intercultural exchange and

    culture of resource-sharing as a base for efficient/effective work among

    civil society actors.

    To realize the above goals, BCSDN organizes different capacity building and

    information sharing activities. In the 2004-2006 period, our focus is on

    thematic cooperation through 3 common priorities: EU funding, lobbying and

    advocacy; training and consultancy standards and ethics; and mobilization

    of resources and support. On each of the priority areas, BCSDN activities

    include organization of trainings, exchanges, exposures, study visits,

    workshops and publications. BSCDN also works on specific themes in regional

    cooperation such as women and anti-trafficking, corporate social

    responsibility, anti-corruption, decentralization and diaconal practices.

    BCSDN supports information-sharing of its members and partners with

    website, Newsletters, Weekly email alerts and mailing list.

    In order to promote our work and to offer interested organizations

    possibilities for exchanges and cooperation with BCSDN, its members and

    other CSOs located in the Balkan region, we offer:

    AEGEE Bucuresti, European Students Forum , is pleased to announce that the

    application for the Islam and Europe - Mixed or Separated? international

    conference is now open. The event aims to promote values of mutual respect and

    understanding between different cultures and religions and to fight against

    intolerant and xenophobic attitudes.

    Between 2nd and 8th October, 75 participants from over 30 countries, both

    European and Non-European will have the chance to ask questions and find answers

    about the Euroislam phenomenon, to discern between myth and reality.

    30 out of the 75 participants can also take part in a 3 day pre-event on The

    Role of Women in the Islamic Society (September, 30th ? October, 2nd). The

    pre-event is organised in collaboration with Women Development Foundation-WDF

    Romania.

    The applicants must be between 18-30 years old and have good command of

    English.The application form is available online here. The deadline for the

    applications is July, 30th for visa-needing applicants and August, 14-th for the

    applicants which do not need a visa.

    The participation fee is ?50 and will cover attendance to all lectures, workshop

    materials, accommodation and meals for the period. An additional fee of ?10

    will be required for the pre-event.

    This event is part of a broader AEGEE project on Euroislam. Its main partners

  10. The National Endowment for Democracy (NED) welcomes applications to its Reagan-Fascell Democracy Fellows Program for the 2006-2007 fellowship year. Established in 2001 to enable activists, scholars, and journalists from around the world to deepen their understanding of democracy and enhance their ability to promote democratic change, the fellowship program is based at NED's International Forum for Democratic Studies, in Washington, D.C.

    Program: The program offers two tracks: a practitioner track (typically three to five months) to improve strategies and techniques for building democracy abroad, and a scholarly track (typically five to ten months) to conduct original research for publication. Projects may focus on the political, social, economic, legal, and cultural aspects of democratic development and include a range of methodologies and approaches.

    Eligibility: The Reagan-Fascell Democracy Fellows Program is intended primarily to support practitioners and scholars from new and aspiring democracies. Distinguished scholars from the United States and other established democracies are also eligible to apply. Practitioners are expected to have substantial experience working to promote democracy. Scholars are expected to have a doctorate, or academic equivalent, at the time of application. The program is not designed to defray the cost of education for students working toward a degree. A working knowledge of English is an important prerequisite for participation in the program.

    Support: The fellowship year begins October 1 and runs through July 31, with major entry dates in October and March. All fellows receive a monthly stipend, health insurance, travel assistance, and research support.
