17-Month Extension of Optional Practical Training for Certain Highly Skilled Foreign Students Release Date: April 4, 2008 For Immediate Release Office of the Press Secretary Contact: 202-282-8010 Optional Practical Training Interim Final Rule The U.S. Department of Homeland Security released today an interim final rule extending the period of Optional Practical Training (OPT) from 12 to 29 months for qualified F-1 non-immigrant students. The extension will be available to F-1 students with a degree in science, technology, engineering, or mathematics who are employed by businesses enrolled in the E-Verify program. "This rule will enable businesses to attract and retain highly skilled foreign workers, giving U.S. companies a competitive advantage in the world economy," said Homeland Security Secretary Michael Chertoff. "By extending the training period by an additional 17 months to students who are employed by businesses enrolled in E-Verify, we are further ensuring a legal workforce in the U.S. and aiding good corporate citizens." Another aspect of the rule responds to the situation in which an F-1 student's status and work authorization expires before he or she can begin employment under the H-1B visa program. The interim final rule addresses this problem by automatically extending the period of stay and work authorization for all F-1 students with pending H-1B petitions. The rule will also implement certain programmatic changes, including allowing students to apply for OPT within 60 days of graduation. U.S. Embassy Consular Section to Reopen April 1, 2008 The consular section of the U.S. Embassy in Belgrade will re-open to the public April 1, 2008, for both non-immigrant and immigrant visa interviews. The full range of American citizen services will continue to be available. Visa applicants will again be able to access the consular section via the main entrance on Knez Milosa Blvd. Starting April 1, applicants from Serbia and from Montenegro should no longer schedule appointments for visa interviews at the U.S. Embassy in Zagreb or other U.S. embassies in the region. Immigrant visa applicants scheduled to interview during the closure will be called to reschedule their interviews. They should not contact the consular section to reschedule.

The U.S. Department of Homeland Security (DHS) announced today that it has begun collecting additional fingerprints from international visitors arriving at New York's John F. Kennedy International Airport (JFK). The change is part of the department's upgrade from two- to 10-fingerprint collection to enhance security and facilitate legitimate travel by more accurately and efficiently establishing and verifying visitors' identities. "Biometrics have revolutionized our ability to prevent dangerous people from entering the United States since 2004. Our upgrade to 10-fingerprint collection builds on our success, enabling us to focus more attention on stopping potential security risks," US-VISIT Director Robert Mocny said. For more than four years, U.S. Department of State (DOS) consular officers and U.S. Customs and Border Protection (CBP) officers have been collecting biometrics?digital fingerprints and a photograph?from all non-U.S. citizens between the ages of 14 and 79, with some exceptions, when they apply for visas or arrive at U.S. ports of entry. "Quite simply, this change gives our officers a more accurate idea of who is in front of them. For legitimate visitors, the process becomes more efficient and their identities are better protected from theft. For those who may pose a risk, we will have greater insight into who they are," added Paul Morris, Executive Director of Admissibility and Passenger Programs, Office of Field Operations, CBP. Detroit is the next port of entry to begin collecting 10 fingerprints from international visitors. Washington Dulles International Airport began 10-fingerprint collection on November 29, 2007. Thus far, Hartsfield?Jackson Atlanta International Airport, Boston Logan International Airport, Chicago O'Hare International Airport, George Bush Houston Intercontinental Airport, San Francisco International Airport, Miami International Airport and Orlando International Airport have also begun 10-fingerprint collection. Soon, New York's John F. Kennedy International Airport will begin collecting additional fingerprints. The remaining air, sea and land border ports of entry will transition to collecting 10 fingerprints by the end of 2008. Since US-VISIT began in 2004, DHS has used biometric identifiers to prevent the use of fraudulent documents, protect visitors from identity theft and stop thousands of criminals and immigration violators from entering the country. US-VISIT, in cooperation with CBP, is leading the transition to a 10-fingerprint collection standard. This upgrade is the result of an interagency partnership among DHS, FBI, DOD and DOS.
