  1. The Public Affairs Section of the U.S. Embassy in Belgrade is pleased to announce that we are now accepting applications from citizens of Serbia for participation in the Hubert H. Humphrey Fellowship Program for the academic year 2019-2020. The Hubert H. Humphrey Fellowship Program is a U.S. Department of State Fulbright program that brings accomplished mid-level professionals to the U.S. for 10-months of combined academic (NON-DEGREE) and professional work. The program provides a basis for lasting ties between citizens of Serbia and their professional counterparts in the United States. The Humphrey Fellowship is granted competitively to public and private sector candidates with strong leadership potential and a commitment to public service in the following fields: Sustainable Development Agricultural and Rural Development Economic Development/Finance and Banking Natural Resources, Environmental Policy, and Climate Change Urban and Regional Planning Democratic Institution Building Law and Human Rights Public Policy Analysis and Public Administration Trafficking in Persons Policy and Prevention Technology Policy and Management Education Educational Administration, Planning and Policy Higher Education Administration BASIC REQUIREMENTS Serbian citizenship, permanent employment in Serbia, university degree, and English proficiency. In addition to the pre-academic language training traditionally available, the Humphrey Program offers a Long-Term English (LTE) language training opportunity to facilitate participation of candidates who lack the necessary language skills. LTE participants will travel to the U.S for intensive 20-25 week language training to improve language skills before transitioning to their academic-year Humphrey program university campuses. Candidates for LTE typically have TOEFL scores in the 440-500 range (paper-based test) or 42-61 (internet-based test). RECRUITMENT: Candidates should be mid-career professionals in leadership positions who have the required experience, skills and commitment to public service, as well as the potential for professional advancement. Applicants must have a minimum of five years of full-time professional experience (prior to August 2019) in the relevant field, after completing a university degree, and should be interested in the policy aspects of their fields of specialization. NOT ELIGIBLE Recent university graduates, university teachers or academic researchers with no management responsibilities; Individuals who have attended a graduate school in the U.S. for more than one academic year during the seven years prior to August 2019; Individuals with U.S. in-country experience of any kind lasting more than six months during the five years prior to August 2019; Local employees of the U.S. Mission in Serbia who work for the U.S. Department of State, and members of their families; Individuals with dual U.S. citizenship or U.S. permanent resident status. DEPENDENTS The Humphrey Fellowship stipend is budgeted only for the grantee. The award does not include additional allowances for dependents. Candidates who are planning to have dependents join them during all or part of their fellowship year in the U.S. should bear in mind the high cost of living, and must receive prior approval following a technical review of evidence that they have adequate personal funds to cover living expenses and dependents’ health insurance and child care.   3. Position Description The Mathematics and Computer Science (MCS) Division of Argonne National Laboratory invites outstanding candidates to apply for the J. H. Wilkinson Fellowship in Scientific Computing. The appointment is for one year and may be renewed for a second year.This fellowship was created in memory of James Hardy Wilkinson, F.R.S., who had a close association with the Mathematics and Computer Science Division as a consultant and guiding spirit for the EISPACK and LINPACK projects. The Wilkinson Fellowship is intended to encourage scientists actively engaged in state-of-the-art research in scientific computing. Candidates must have received a recent Ph.D. prior to the beginning of the appointment.   4. The Knight Visiting Nieman Fellowships at Harvard offer short-term research opportunities to individuals interested in working on special projects designed to advance journalism in some new way. Candidates need not be practicing journalists, but must demonstrate the ways in which their work at Harvard and the Nieman Foundation may improve the prospects for journalism’s future. This may be related to research, programming, design, financial strategies or another topic. Both U.S. and international applicants are invited to apply. In addition to working journalists, those who should consider applying include publishers, programmers, designers, media analysts, academics and others interested in enhancing quality, building new business models or designing programs to improve journalism. Project proposals may be completed during the time spent at Harvard or be part of a larger undertaking. All visiting fellows are expected to be in residence in Cambridge during their study and present their findings to the Nieman community at the end of their research period. There are no academic prerequisites, and a college degree is not required. Successful applicants are invited to the Nieman Foundation for a consecutive period ranging from a few weeks to three months, depending on the scope of the project. Other Key Points For Visiting Fellows who will not be supported by an employer during the fellowship, a stipend prorated for the length of the fellowship will be provided ($1,225 per week). If a Visiting Fellow does not reside in the Boston area or otherwise have accommodations, free use of a furnished one-bedroom apartment will be available for the length of the fellowship. Visiting fellowships take place during the calendar year. There is no fixed date when visiting fellowships begin. The application asks candidates to list their preferred start date. If selected, Nieman will take that preference under consideration and will work with the fellow to determine that date. Additionally, Nieman will decide each fellowship duration, which may be fewer than the number of weeks requested within the application. At least five Visiting Fellows will be selected each calendar year. As many as 11 Visiting Fellows have been selected in a given calendar year. Advice to Candidates Be sure to consider whether your needs are better met by our longer Nieman Fellowship, geared toward broader inquiry and professional development.   5. Early-career professional journalists from developing countries with proficiency in English can apply for a six-month fellowship. Alfred Friendly provides fellows with basic and advanced hands-on instruction at the Missouri School of Journalism and places them in leading U.S. newsrooms. The successful candidate will be 25-35 years old and have at least three years of experience as a journalist at a print, online or broadcast media outlet. Participants work as staff reporters in their host newsrooms are required to develop training plans that they implement when they return to their home newsrooms.
