U.S. EMBASSY BELGRADE ANNOUNCES THE COMPETITION FOR THE 2012-2013 HUBERT H. HUMPHREY FELLOWSHIP FOR CITIZENS OF SERBIA

THE COMPETITION IS OPEN FROM APRIL 15 TO JULY 31, 2011

The Office of Public Affairs of the Embassy of the United States of America in Belgrade is now accepting applications from citizens from Serbia for Hubert H. Humphrey Fellowships in the 2012-2013 academic year.

The Hubert H. Humphrey Fellowship Program is a U.S. Department of State Fulbright program that brings accomplished mid-level professionals to the U.S. for 10-months of combined academic (NON-DEGREE) and professional work. The program provides a basis for lasting ties between citizens of the United States and their professional counterparts in other countries.

The Humphrey Fellowship is granted competitively to public and private sector candidates with strong leadership potential and a commitment to public service in the following fields:

• Agricultural and Rural Development
• Communications/Journalism
• Economic Development/Finance and Banking
• Educational Administration, Planning and Policy
• Higher Education Administration
• HIV/AIDS Policy and Prevention
• Human Resource Management
• Law and Human Rights
• Natural Resources Management/Environmental Policy/Climate Change
• Public Health Policy and Management
• Public Policy Analysis and Public Administration
• Substance Abuse Education, Treatment and Prevention*
• Teaching of English as a Foreign Language (Teacher Training or Curriculum Development)
• Technology Policy and Management
• Trafficking in Persons, Policy and Prevention
• Urban and Regional Planning

BASIC REQUIREMENTS: Serbian citizenship, permanent employment in Serbia, university degree, and English proficiency (with a minimum TOEFL test score of 525 paper-based, or 71 internet-based).

* Special Requirements for Substance Abuse Education, Treatment and Prevention: Humphrey Fellowships in this field are co-financed by the National Institute on Drug Abuse (NIDA). Candidates must have either a research background in the field or demonstrated ability to learn the results and policy implications of current research.

RECRUITMENT: Appropriate candidates are mid-career professionals in leadership positions who have the required experience, skills and commitment to public service and potential for advancement in their professions.

Applicants must have a minimum of five years of professional experience and should be interested in the policy aspects of their fields of specialization.

NOT ELIGIBLE:

- Recent university graduates, university teachers or academic researchers with no management responsibilities (except in the fields of the Teaching of English as a Foreign Language and Substance Abuse Education, Treatment and Prevention);

- Individuals who have attended a graduate school in the U.S. for more than one academic year during the past six years, and individuals with other recent U.S. experience (more than six months during the past four years);

- Local employees of the U.S. Mission in Serbia who work for the U.S. Department of State, and members of their families, as well as individuals with dual U.S. citizenship or U.S. permanent resident status.

DEPENDENTS: The Humphrey Fellowship stipend is not sufficient to support anyone but the grantee, and the award does not include additional allowances for dependents. Candidates who are planning to have dependents join them in the U.S. should bear in mind the high cost of living and must show proof of adequate personal funds to cover living expenses and dependents' health insurance.

SELECTION: Following a technical review, qualified candidates will be invited for an interview in September. Candidates who pass the interview will be registered for the TOEFL exam. The final selection and placement will be made in March of 2012, in Washington.
